The municipalities \u2013 members of the Associations \u201cMaritza\u201d (11), Bulgaria and \u201cMerich\u201d (16), Turkey are situated in the border region along Maritza river.<\/p>\n<p><strong>OBJECTIVES :<\/strong><\/p>\n<p><strong>Overall objective\u00a0<\/strong><strong>:<\/strong><\/p>\n<p>To improve the administrative capacity of the municipalities-members of the Association \u201cMaritza\u201d, Haskovo Region, Bulgaria and Association \u201cMerich\u201d, Edirne Region, Turkey in relation to stabilizing the cross-border cooperation and establishing real conditions for publicizing the accessing policy of the EU integration.<\/p>\n<p><strong>Specific objectives\u00a0<\/strong><strong>:<\/strong><\/p>\n<p>Establishing the \u201cLocal Democracy\u201d Cross-border School with permanently operating team of Bulgarian and Turkish representatives to train municipal administration representatives during and after the project implementation.<\/p>\n<p>Developing a Project for Short-term strategy for regional cross-border cooperation for the period 2005-2007<\/p>\n<p>Raising the qualifications of government and municipal officials \u2013 administrators from both sides of the border (secretaries, chief of department, experts in European integration and project departments, PR) .<\/p>\n<p>Formation of a team of educated \u201ctrainers\u201d to assist in the practical elaboration of projects in the municipalities and to multiply the practices of the project .<\/p>\n<p><strong>TARGET GROUPS :<\/strong><\/p>\n<p>Municipal officials of the municipalities-members of RMA \u201cMaritza\u201d from Haskovo Region and of \u201cMerich\u201d Association from Merich Region ;<\/p>\n<p>Leaderships of the municipalities-members of RMA \u201cMaritza\u201d from Haskovo Region and of \u201cMerich\u201d Association from Merich Region .<\/p>\n<p><strong>ACTIVITIES :<\/strong><\/p>\n<p>1. Formation of \u201cLocal Democracy\u201d Cross \u2013 Border School :<\/p>\n<ul>\n<li>Statue elaboration of the \u201cLocal Democracy\u201d Cross \u2013 Border School ;<\/li>\n<li>Elaboration of programmes and methods of training, training materials and a School activity catalogue ;<\/li>\n<li>Building current data base for Haskovo Region and Merich Region ;<\/li>\n<li>Formation of Mobile consultant team .<\/li>\n<\/ul>\n<p>2. Training :<\/p>\n<ul>\n<li>Selecting the participants \u2013 information campaigns for the selection of the participants from the Bulgarian and Turkish municipalities, for ensuring the lecturers and the moderators for the seminars&#8217; implementation; dissemination of the information for the training through the local media: TV, radio, newspapers and the web site of RMA \u201cMaritza\u201d ;<\/li>\n<li>Three training sessions \u2013 two theoretical and one practical, each training session with duration of three days and includes a complex of lectures and discussions in subject groups.<\/li>\n<li>The first seminar is with topic : \u201cEuropean Union \u2013 Institutional System, Economic Policy, Regional Policy. The Local Authorities Role in the EU Integration Process; Topical Methods of Administrative Service\u201d .<\/li>\n<li>The second seminar is with topic : \u201cRaising the EU pre-accession and Structural Funds. Successful elaboration of projects\u201d.<\/li>\n<li>Practice course \u2013 there will be elaborated 7 projects by 70 trained of the two seminars.<\/li>\n<\/ul>\n<p>3. Issues and communication instruments :<\/p>\n<ul>\n<li>Elaboration and issuing of appliances and aids for the training process :<\/li>\n<li>Handbook \u201cThe Role of the Local Authorities in the EU Integration Process\u201d \u2013 1000 copies ;<\/li>\n<li>Training Handbook \u201cProject Management Cycle\u201d \u2013 1000 copies ;<\/li>\n<li>Information Guide \u201cEurope closer to us\u201d \u2013 useful addresses on the Internet and information about the sources funding municipal projects \u2013 1000 printed copies and 1000 CD .<\/li>\n<\/ul>\n<p>4.
