Project: “Capacity building for border municipalities about strategic planning”
CBC Programme (IPA) Bulgaria – Turkey is financed by the European Union through the Instrument for Pre-Accession Assistance (IPA) and by Bulgaria and Turkey through contributions from the state budgets and, where appropriate, potential project beneficiaries. The program is for the development of cross-border EU initiatives reflected in the “External borders” and PHARE – CBC Bulgaria and Turkey.
The program is implemented in all municipalities in the regions of Burgas, Yambol and Haskovo on the Bulgarian side and in the provinces of Edirne and Kırklareli on the Turkish side. Area of cooperation between Bulgaria and Turkey covers an area of 29,032.9 square kilometers with a total population of 1,561,984 people. Joint Bulgarian-Turkish border stretches 288 km in length and 3 existing border crossing points.
Programme strategy:
IPA replaces five previous pre-accession instruments, namely PHARE, ISPA, SAPARD, the Programme for pre-accession financial assistance for Turkey and CARDS (Programme for Community assistance for reconstruction, development and stabilization of the Western Balkans), thus uniting all pre assistance under a common framework. IPA has been developed to adapt more easily to different beneficiaries objectives and thus provide targeted and effective support
according to their needs and level of development.
Border areas often face problems due to their peripheral geographical location and relative isolation from the national economy. At the same time the development of the internal market of the Union (and the free movement of people, goods, services and capital) highlighted the need for balanced development and integration of the European territory.
CBC program aims to maximize the specific value to be added in the context of the described framework.
Programme strategy has been developed with a focus on the strengths and potential use of the area through the defined priorities and areas of intervention, taking into account the cross-border needs and opportunities for cooperation.
The overall objective of the program is:
To achieve balanced sustainable development, built on the main strengths of the Bulgarian-Turkish cooperation cross-border area and to contribute to the greater European cooperation and unity.
The specific objectives of the program are:
– Specific objective № 1: to promote sustainable economic development in the area of cross-border cooperation on the basis of comparative advantages.
– Specific objective №2: To improve overall social development and promote social cohesion among people and communities.
– Specific objective № 3: to improve the quality of life through efficient use of shared natural resources along with conservation values of natural, cultural and historical heritage.
Programme priority axes:
– Priority 1: Sustainable social and economic development;
– Priority Axis 2: Improving the quality of life;
– Priority 3: Technical assistance.
